Approve the Resolution to award said contract, authorize the appropriate Town officer to execute said contract, authorize Staff to expend contracted funds and contingency funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

During the design of the Erie Parkway Bridge over Coal Creek, it was determined that the 30-inch waterline will need to be relocated due to conflicts with the bridge improvements.  During the First 2018 Supplemental budget, funds were approved for relocating this line.

The low bidder is American West Construction LLC.  American West Construction LLC has been in business in Colorado for 16 years.  Similar recent projects they have completed include: S. St. Vrain Pipeline Flood Repairs for the City of Longmont, Colliers Hill Raw Waterline for Colliers Hill Metropolitan District and Town of Erie, and the 128th Ave. 24” PVC Waterline Replacement for the City of Thornton.  

 

Staff contacted references from the above mentioned projects and received very favorable responses.  Staff also meet with American West to review the importance of this critical Town project.

 

Staff is recommending awarding the construction contract for the Erie Parkway 30” Waterline Relocation to American West Construction LLC in the amount of $528,240. Staff is also recommending a 25% contingency to allow the flexibility of adding 2 additional 30-inch water valves. The design for additional valves at the tank site is currently underway with the Zone 3 Waterline Improvements Phase 2. The installation will be coordinated with the Water Staff while the 4 million gallon water tank and 30-inch waterline is out of service for improvements to the 30-inch waterline at the intersection of County Road 6 and County Road 7, which is currently scheduled for early November.
