SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The 2017 Public Facilities Impact Fund Budget has funds appropriated for the design and construction of a Facilities Storage Building at the L.A.W. Service Center site.
The addition of a new storage building required a site plan amendment. OZ Architecture, who designed the L.A.W. Service Center was hired to design the Facilities Storage Building and prepare the documents needed for a Site Plan Amendment. Notice that the review and approval of the site plan amendment was complete was given on March 14, 20018 and the amendment was signed on March 20, 2018.
An Invitation to bid was posted on the Town’s website for the L.A.W. Service Center Storage Building on March 15, 2018 to ensure that local contractors were notified about this project. No Erie contractors submitted bids.
The following bids were received on April 26, 2018:
Bid Information:
Contractor Bid Amount
TCC Corporation $166,784
Barba & Sons $171,925
PG Arnold Construction $211,818
Due to the bid coming in over budget, staff meet with TCC Corporation to Value Engineer the building in hopes of it coming in within budget. They were only able to reduce the bid by approximately $20,000.
With the project still coming in over budget, staff reached out to separate contractors for constructing the building, providing electrical service and fencing relocation. In addition, staff will do the trenching for electrical and paint the building to reduce the scope of what will be contracted for construction. With this extra effort to get the project within budget, the following summarizes the various contractors providing contracts:
