SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

The 2018 Transportation Impact Fund includes funds for improvements to mitigating traffic issues due to development. 

 

With the opening of the Boulder Valley School District (BVSD) Meadow Lark Elementary School in 2017 and the soon to be opened Star Meadows Neighborhood Park in the Flatiron’s Meadows development, the need for a controlled crosswalk at Erie Parkway and Meadow View Parkway was evaluated.  Based on the Town’s draft crosswalk policy, this location does warrant improvements. In addition to the crosswalk meeting the policy, BVSD has offered to pay for half the cost for the improvements.

 

Town Staff obtained a design for the installation of a cross walk and Rectangular Rapid Flashing Beacon (RRFB) from Fox Tuttle Hernandez Transportation Group. This plan included the work required for a safe crosswalk on the west side of the intersection of Erie Parkway and Meadow View Parkway.  The plan was used to get pricing to complete the project.  In addition to the improvements identified in the plan, Town Staff asked for an alternate improvement on Meadow View Parkway on the south side of Erie Parkway to realign the existing pedestrian ramps so they are directed in the east west direction instead of into the intersection.

 

In order to complete the crosswalk improvements prior to the start of school in the fall, Town Staff worked with existing contractors that have been awarded service contracts with the Town for obtaining prices for the installation of the RRFB, striping improvements and concrete improvements.

 

Due to the long lead time in obtaining the RRFB, Town Staff obtained competitive bids and selected Gades Sales Company, Inc. for purchasing the RRFB.  The RRFB have been ordered to ensure they arrive in time.

 

Based on the Town’s purchasing policy, all but the concrete work could be awarded without Board of Trustee Approval. The concrete improvements include widening the median Island, and providing walks with ramps in the north south direction.  An alternative to improve the east west walks and ramps crossing the south leg of Meadow View Parkway was also considered.  

 

The following are costs for the design and installation of the crosswalk:
