Approve resolution authorizing a Construction Contract to Star Playgrounds for the Lehigh Park Playground Surface Cap/Replacement Project in the Amount of $55,618.00.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

The 2018 general fund operating budget includes $90,000 for playground replacements to the Town’s Parks playground portfolio. Staff identified the Lehigh Park Playground Surface Cap/Replacement Project for the following reasons:

                     The useful life of pour-in-place material is 8-10 years; Lehigh Park playground is now in year 11 having been built in 2007

                     The playground surfaces have multiple patches and spots where the material is deteriorating and sloughing off creating trip hazards and requiring frequent maintenance

                     Resurfacing and capping the existing material will extend the life of the

                     Completion of this project will bring the use zone under the belt swings into compliance with current ASTM standards with a 3.5” layer of poured-in-place rubber surfacing

Construction Contract

An invitation to bid was released on _____________ and five companies requested bid packet, however only one bid was received by the deadline of May 17, 2018.

Staff completed a thorough check of Star Playgrounds references and similar projects and has determined that Star Playgrounds is an experienced contractor able to competently complete the project.

 

Once approved the anticipated project schedule is as follows:

                     Notice of Award                                                               June 13, 2018

                     Notice to Proceed                                                               June 25, 2018

                     Construction Begins                                                               August 20, 2018

                     Substantial Completion                                          October 4, 2018

Construction Contract

An invitation to bid was released on May 9, 2018 and five companies requested a bid packet. Due to the high demand of poured-in-place contractors and only one materials supplier in the Colorado service area only one bid was received. The bid received was from Star Playgrounds, formerly known as Children’s Playstructures and Recreation, a company the Town used for the playground resurfacing projects at the Ballpark at Erie and Longs Peak Playground. Past projects completed by this contractor have been completed satisfactorily and staff is confident in their work and level of service.

 

Project Budget

The following is a summary of the total project:
