Approve resolution authorizing a Construction Contract to Richedell Construction, Inc. for the Serene Park Construction Project And Authorizing the Town Administrator to sign said contract.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
On February 23, 2016 the Board of Trustees authorized the Town to enter into an agreement with Community Development Group (CDG) to share design costs for the Colliers Hill Neighborhood Park #1. On September 13, 2016 staff presented the site master plan to the Board of Trustees and were given approval to proceed with the completion of construction documents.
With the completion of the construction documents an invitation to bid was released on
September 12, 2017. A bid opening was held on October 23, 2017 with the following three bids received:
Arrow J Landscape & Design, Inc. $1,225,675.00
Goodland Construction, Inc. $1,311,365.00
Richdell Construction, Inc. $1,174,000.00
American Civil Constructors $1,270,000.00
After reviewing all bids and supplemental information staff been determined that Richdell Construction, Inc. is the best overall contractor to complete the project based on the following factors:
• Bid amount
• Past work history/experience
• Completion of similar projects

The following is a summary of the total project costs and source of funding:
Costs:
Construction Contract $ 1,174,000.00
Contingency (10%) $ 117,400.00
Total $ 1,291,400.00
Funding:
Park Improvement Impact Fund $ 906,400.00
Developer Funds** $ 385,000.00
Total $ 1,291,400.00
** Per the annexation agreement for Collier Hill (formerly known as Bridgewater) the developer is required to pay the cost of one (1) pocket park equivalent (not to exceed $175,00.00) and the costs associated with three (3) acres of irrigated blue grass sod play fields. For a total of $385,000.00 of developer funds.
