SUMMARY AND BACKGROUND OF SUBJECT MATTER:
Staff is pleased to report that the expansion of the North Water Reclamation Facility (NWRF) is complete, on time and under budget.
The project consisted of an increase to the NWRF's solids loading and hydraulic capacity, taking the plant from a 1.5 million gallon per day (MGD) to 1.95 MGD rating. Major components added or replaced as part of this project included additional state-of-the-art Integrated Fixed Film Activated Sludge (IFAS) media and components, a turbo air blower, additional ultraviolet disinfection, process enhancements, paving, painting, energy reductions and odor controls. The 1 inch diameter IFAS media provides a surface for micro-organisms which consume organic material in wastewater, the project added over 13,000 cubic feet (56 tons) of IFAS media, to the existing aeration basins.
Wastewater staff did an excellent job of maintaining plant operations while accommodating for numerous process interruptions and plant shut downs. The Re Use reservoir served as a very useful bypass location for blending effluent prior to release to Boulder Creek during process upsets, and allowed the Town to maintain environmental compliance during this project as well. Staff is reporting excellent treatment results with this new equipment on line.
The budget for the project was established at $3,234,582 and final contractor invoicing was $3,066,263.
Weather permitting, NWRF staff will be holding an open house with light refreshments November 15th, 2017 from 11:00 AM to 1:00 PM for any interested staff and Board Members.
