SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The Colorado General Assembly during its 2018 session will consider the reauthorization of the State Lottery Division in the State Department of Revenue, which is set to expire. The State Lottery Division is a critical operational link in the Great Outdoors Colorado program (GOCO), which was approved as a constitutional amendment (Colo. Const. Art. XXVII) by Colorado voters in 1992. The constitutional amendment approved funds the Conservation Trust Fund and competitive grant programs to preserve and enhance the state's parks, trails, wildlife, rivers and open spaces.

To date the Town of Erie has received $2,246,780.00 from the Conservation Trust Fund. These funds have been used in parks and open space maintenance including purchase of heavy equipment, staff salaries and the construction of a maintenance shed at the Erie Community Park. Additionally, the Town has been the recipient of grant funds that include, construction of the championship baseball field at the Ballpark at Erie, Coal Miners Park construction, Thomas Reservoir enhancements and most recently a planning grant for Star Meadows Park.

A statewide coalition has been formed of local governments, Colorado Municipal League and members of the private sector to support the extension of the Lottery Division. They are asking for municipalities support by passing a resolution supporting the reauthorization of the Colorado Lottery Division in 2018. The attached ...
