As this is a first reading, no action is required at this time.

 

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

At its May 9, 2017, meeting the Board of Trustees directed staff to return with an ordinance that would allow some exceptions to rate computations for commercial wastewater rates to accommodate commercial customers that do not have separate irrigation taps. 

 

The ordinance being presented tonight for first reading provides that commercial wastewater rates would generally be charged on the same basis as residential wastewater rates. As a result, pursuant to this ordinance wastewater rates will be based on average water usage in the months December-February of each year for the succeeding 12 months.  Charges will be updated on an annual basis.  The ordinance provides for exceptions to this general rule if water usage patterns of a given customer is not relatively uniform throughout the year such that basing wastewater charges on average winter usage would not be appropriate.

 

Staff is also recommending that this ordinance be made retroactive to March 1, 2017, due to the time it took to develop the ordinance.
