Approve resolution authorizing a Construction Contract to Children's Playstructures & Recreation for the BPE Playground Resurface Project And Authorizing the Town Administrator to sign said contract.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2017 general fund operating budget includes $40,000 for playground replacements to the Town's Parks playground portfolio. Staff identified the Ballpark at Erie (BPE) Playground Resurfacing Project as applicable due to the need for:
* removal and replacement of poured-in-place material as the surface is past its 7 year life expectancy (8 years old).
* removal of 1.5" of road base/gravel to establish a 6' fall zone around the perimeter of the largest climbing structure to be ASTM compliant (Standard F1292) that covers critical fall height requirements.
Construction Contract
On August 2, 2017 an invitation to bid was released and three bids were received as shown below:
GoodLand Construction Inc. $36,822.40
Children's Playstructures & Recreation $29,109.40
Richdell Construction $30,192.00

Analysis completed by staff it has been determined that Children's Playstructures & Recreation is the best overall contractor to complete the project based on the following factors:

* Bid amount
* Strength of warranty
* Ability to complete project in desired timeframe
* Existing relationship
