SUMMARY AND BACKGROUND OF SUBJECT MATTER:
At the March 10, 2015 Board Meeting the Board of Trustees awarded the design contract for Non-Potable Water System Improvements to Merrick and Company. At the May 9, 2017 Board Meeting the Board of Trustees authorized the acceptance of a permanent utility easement for the construction of this project, and entered into an agreement with St. Vrain Valley School District to construct two waterlines needed for this project. At that time the Board of Trustees was notified that Staff will bring contracts back to the Board for this project. In addition to this resolution, on the agenda tonight is a Construct Contract for the construction of the High Zone Reuse Pump Station and Storage Tank (Consent Agenda 17-300).
The timing of this project is critical so it will not negatively impact the construction of the new PreK-8 School. Town Staff has worked closely with the School District to coordinate this project.
In addition to Town Staff working with the School District, Town Staff has worked with the Colliers Hill Developer to extend the reuse waterline through Colliers Hill Filing 4 which is currently under construction.
In the proposed 2018 budget Staff is requesting funds to connect the reuse pipelines and install the pumps in the new pump station building. Included in the design of the pump station the pumps have been sized, but are not included at this time since they will not be usable until the two ends of the reuse line are connected.
When the pump station and tank are operational, the Town will be able to provide reuse water from the existing 1,000 acre-foot reservoir adjacent to the North Water Reclamation Facility to two water pressure zones. This enhances the Towns sustainability efforts and will reduce the demand on treated water for irrigation purposes.
Now that the project has bid, Merrick and Company was asked to provide a cost for construction management. The construction management services will include inspection, documentation and oversight during construction and geotechnical testing services. The Town’s construction inspectors are focused on construction inspection and oversight of residential and commercial development. Due to the location and complexity of this project, Staff believes it is in the Town’s best interest to have the design firm provide construction management services.
Staff is recommending awarding the construction management contract for the High Zone Reuse Pump Station and Storage Tank to Merrick and Company, in the amount of $150,000.
