Approving the Resolution to award said contract, authorizing the appropriate Town officer to execute said contract, authorizing Staff to expend contracted funds and contingency funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2017 General Fund has funds appropriated for signal maintenance services of the traffic signals and speed awareness signs throughout town. These signals are inspected and maintained on a quarterly basis with repairs completed as-needed. 

 

W.L. Contractors was awarded the Signal Services Maintenance contract for 2017. During inspections of the signal cabinet for County Line Road and Erie Parkway, the cabinet has been rodent infested. General decontaminations have been performed only to reoccur months later, removing dead mice, using cleaners, repairing damaged wiring and components. The safety of staff, contractors and signal equipment inside the cabinet are the focus of having this issue corrected. While the signal is not currently out of service, repairs are needed quickly to prevent the signal from being out of service.

 

The Town requested a proposal from W.L. for repairs including: the removal of the existing signal cabinet and base, install metal mesh screen to protect the reentering of rodent through the bottom, re-rocking area and resetting cabinet, cleaning and sealing of conduit between the cabinet and signal head poles to further prevent the rodent/pest infiltration into the cabinet. Note: If the original cabinet cannot be decontaminated to a safe condition the cabinet will be disposed of (which will be covered in contingency costs).

 

Staff recommends awarding the contract to W.L. Contractors to complete repairs on the County Line Road / Erie Parkway cabinet and appropriating additional funds for the repair. While the account has $29,400 available as of the end of May, this will deplete the account for any unexpected repairs from June to December.  Therefore, Staff is requesting a new appropriation for this work.
