SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Town Board previously awarded the Design for the Zone 3 Waterline Extension Phase 1 to JR Engineering At the September 22, 2015 Board Meeting. The Town Board also authorized the purchase of a permanent utility easement and temporary construction easement for the construction of this project at the March 28, 2017 Board Meeting. Also before you tonight is a Construct Management Contract for the Zone 3 Waterline Extension Phase 1 (Consent Agenda 17-219).
In an effort to ensure that qualified contractors bid this project, Town Staff solicited pipeline contractors to submit pre-qualification statements demonstrating their capabilities. Fourteen contractors were pre-qualified to bid on this project. The Pre-qualified contractors were provided bid documents on April 18, 2017.

The low bidder is Scott Contracting, Inc. Scott Contracting has been in business in Colorado for 22 years. Similar sized projects they have completed in include: 104th Ave Improvements for Commerce City, Raw Water project for Cottonwood Water and Sanitation District, Waterline project for City of Aurora, and a Waterline project for Arapahoe County Water and Wastewater Authority.
In addition to these similarly sized projects, Scott Contracting, Inc. has completed projects for CDOT, Park Creek Metro District & Denver Water, and are currently completing projects for Shea Homes, Crystal Valley Metro, KB Home, LGI Homes Group, Flatiron Construction and Lennar.
Staff is recommending awarding the construction contract for the Zone 3 Waterline Extension Phase 1 to Scott Contracting, Inc., in the amount of $1,650,089.70.
