SUMMARY AND BACKGROUND OF SUBJECT MATTER: The July 12, 2016 Board of Trustees agenda included a General Business item for a “Municipal Broadband Discussion.” During this discussion, the Board considered options with regards to Colorado Senate Bill 05-152, the bill that prohibits local government supporting either directly or indirectly advanced telecom services.
As part of the presentation, the Board was provided with a draft resolution which if approved would have submitted to the Town a Ballot Question for consideration at the November 8, 2016 General Election concerning whether the eligible electors of the Town would like to restore the Town’s legal authority to consider provision of local broadband services.
It was the Board’s determination to conduct a Broadband Assessment and Feasibility Study in anticipation of putting a question to override SB 05-152 on the April 2018 Ballot.
Through this RFP process, the Town is soliciting proposals from consultants qualified to complete a Broadband Assessment and Feasibility Study. It is our intent to explore a variety of options to serve the Next Generation broadband services needs of the Erie community.
The approved 2017 Budget includes $65,000.00 for Consultation Services for a Municipal Broadband Assessment and Feasibility Study.
