SUMMARY AND BACKGROUND OF SUBJECT MATTER: On December 13, 2016, the Board of Trustees passed Resolution 16-195 accepting the Downtown Redevelopment Framework Plan and directed Town Staff to implement the plan.
The Downtown Redevelopment Framework Plan is intended to be a companion to the Unified Development Code, Comprehensive Plan, and the Urban Renewal Plan. The Downtown Redevelopment Framework Plan is intended to inform and guide redevelopment to achieve a better fit, and create a consistent approach so that each addition or change represents another improvement to the whole. This approach will help insure that the cumulative impacts of individual actions combine to achieve the Town’s vision for a Downtown that will remain healthy, vibrant, welcoming, and economically strong over time.
An important component of the Downtown Redevelopment Framework Plan is enhanced bicycle circulation and connectivity into and though the Downtown District. The inclusion of a dedicated, on-street bike lane on Wells Street will connect the Erie Middle School to the Coal Creek Trail and provide a connection to an off-street trail on the Town property adjacent to High Street. In order to preserve sidewalk and tree lawn areas, and limit disruption to Wells Street, the proposed vehicular and bicycle lane improvements occur within the existing paved street.
One of the proposed improvements is the conversion of Wells Street to a west bound, one-way street between the Post Office Alley (1/2 block east of Briggs Street) and Main Street. Wells Street will continue having parallel parking on both sides and on-street bike lanes would be dedicated and stripped.
In addition to the work on Wells, Staff also plans to stripe dedicated parallel parking spots on Briggs Street and Kattell Street between Cheesman Street and Moffat Street.
To perform the required signage and pavement markings for the 1-waying of Wells and marking the dedicated on street bike lanes, Staff requested a bid from RoadSafe Traffic Systems, Inc. The Town of Erie has a Continuing Service Contract with Roadsafe for 2017.
RoadSafe provided a bid April 13, 2017 and the numbers are listed below:
