SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The attached ordinance revises the provisions of Erie Municipal Code 6-4-4, entitled “Harassment,” with the addition of language related to repeated insults, taunts, challenges and communications in offensively coarse language directed at a law enforcement officer. When a person is directing such language at an officer, if the officer directs them to stop and the person continues making the statements to the officer, the person is subject to being charged with harassment.
