Approving the Resolution Authorizing the Mayor to execute said easements, authorizing Staff to expend funds for the purchase of said easements.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
At the September 22, 2015 Board of Trustee Meeting, the design for the Zone 3 Waterline Extension was awarded to JR Engineering. During the design of the waterline, it was determined that a permanent utility easement and a temporary construction easement are needed on the west side of the Vista Parkway Bridge.
The Town contracted with Western States Land Services to negotiate with the property owner on behalf of the Town for the two easements. The cost for the permanent easement is $8,481, and the cost of the temporary easement is $9,128, for a total rounded cost of $17,610.
Before you tonight is a memorandum of agreement, grant of permanent access and utilities easement agreement and a grant of temporary construction easement agreement with the owner for this waterline extension.
The Zone 3 Waterline Extension is anticipated to be advertised for bid soon. The construction contract will be brought before the Board of Trustees later this spring.
Staff is recommending approving the acquisition of the easements and authorizing the Mayor to execute said easements and memorandum of agreement.
