SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

Coal Creek is a major drainage way that enters Erie at the west side of Erie Airpark Subdivision and runs north through Erie and leaves Erie at Kenosha Road.  

 

In 2012, the Town of Erie, along with Urban Drainage Flood Control District (UDFCD), and five other municipalities, sponsored a Coal Creek Rock Creek Major Drainage Way Plan.  This provides Town Staff a Master Plan for Coal Creek Improvements within the Town of Erie. 

 

The 2016 Capital Budget includes funds to design and construct improvements to two reaches of Coal Creek. The design contract for these two reaches was awarded to RESPEC at the December 9, 2014 Board meeting.

 

Design has been completed on one of these reaches and construction bids have been received.  The proposed improvements are adjacent to an irrigation pond east of Erie Commons that was damaged during the September 2013 flood.  The pond was repaired, but no improvements were made to the banks of Coal Creek.  The creek banks are very steep and bank erosion is a problem that is being exasperated due to the increase in flows as a result of development upstream.  The first phase of improvements being proposed in this area include stabilizing the banks on the north side of the irrigation pond, and an offsite drainage area downhill from a pedestrian path on the east side of Coal Creek.  Please see the attached Vicinity Map. The entire area is on Town owned property. 

 

The proposed work will include placement of soil riprap across the entire bank north of the irrigation pond and grouted boulders adjacent to an existing sheet pile cut off wall where the irrigation pond is designed to overtop.

 

This work will also include stabilizing the offsite drainage area on the east side of Coal Creek with riprap check dams.  A price for the contractor to provide a two Year Landscape Warranty Maintenance contract was also received.

 

This area of improvement is all located within Coal Creek and this area will flood again as it does so frequently.  These improvements are meant to increase the odds of the Coal Creek channel and the irrigation pond not being damaged in the future but is not a guarantee that future damage will not occur.

 

With the construction of the riprap check dams on the east side of Coal Creek, it is anticipated that the pedestrian trail will need to be closed for a short time during the work.  Staff will work with the Contractor to minimize the impact to the trail users and will provide the public notice before any trail closure.

 

An Invitation to bid was posted on the Town’s website for the Irrigation Pond Improvements on January 6, 2017 to ensure that local contractors were notified about this project. No Erie contractors submitted bids.

The low bidder is was De Falco Construction.  De Falco Construction has successfully completed three projects for the Town of Erie. They constructed the Coal Creek trail from Erie Parkway to Cheesman Street, the taxiway box culvert crossing of Coal Creek, and a drainage project on Briggs Street.

 

Staff is recommending awarding the construction contract for the Irrigation Pond Improvements to De Falco Construction, in the amount of $374,610.62 for construction and $9,518.00 for the Two Year Landscape Warranty Period Maintenance.
