SUMMARY AND BACKGROUND OF SUBJECT MATTER: The 2017 Capital Improvement budget includes funds for Upgrading the Security at the Water Treatment Plant (WTP). Currently the WTP has only a limited security system with a front gate access system and some door intrusion alarms. The current system is outdated and no longer meets the current and future security needs of the plant. The current system only allows staff to monitor the front gate and plant grounds when on site.
The upgrade includes the installation of Fail-Secure Electric Strike at all exterior doors on the main plant as well as two additional exterior buildings, Card Readers at select doors, a new Front Gate Access system and 180-Degree Surveillance Cameras at select areas allowing for a full view of the entire WTP. In addition to the upgrade at the WTP, there will also be the installation of Surveillance Cameras, Front Gate Access and Card Access at the Vista Ridge Pump Station.
Security Central has been in businesses since 1969, and currently provide security service at our Community Center, Erie Community Skate Park, Police Station and Town Hall. To ensure consistent service, Staff recommends awarding the Construction installation Contract to Security Central. Vandre Electric & Refrigeration Co is the preferred electrician used by Security Central, therefore Staff recommends awarding the Electrical installation Contract to Vandre Electric & Refrigeration Co.
