SUMMARY AND BACKGROUND OF SUBJECT MATTER:

On February 23, 2016 the Board of Trustees authorized the Town to enter into an agreement with Community Development Group (CDG) to share design costs for the Colliers Hill Neighborhood Park #1. Staff has been working with Stanley Consultants, a local landscape architectural firm, to generate a concept and complete a master plan. This master plan creates a site that will benefit the residents of Erie in their pursuit for both passive and active recreational activities. This plan is currently being reviewed by citizens to solicit their input.

Staff recommends the Board of Trustees approve the master plan for Colliers Hill Neighborhood Park #1 as presented by Stanley Consultants. Upon approval of the master plan the team will move on to finalize the master plan and complete construction documents.

Staff also recommends that the Board appropriate $700,000 from the Parks Improvement Impact Fund for the construction of the park. The total estimated cost of the park is $900,000 and staff anticipates that $200,000 of this to be developer related costs per the Development Agreement.

With construction documents and the approved appropriation in place, staff will move forward with the bidding process to ensure competitive pricing and scheduling for the 2017 construction season.
