Approving the Resolution to award said construction contract, authorizing the appropriate Town officer to execute said contract, to approve said change order, appropriate an additional $31,574 to fund the project, and authorize Staff to expend contracted funds and contingency funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2016 budget includes funds to repair the Vista Parkway Bridge.  Loris and Associates was hired to design a repair to the bridge.  Based on their inspection of the bridge, the bridge structure itself is sound, the approach slabs, adjacent concrete walks and columns not attached to the bridge have settled. Vista Parkway is a very important roadway connection, so Loris and Associates investigated ways to complete the repairs and keep the road open. Loris and Associate’s recommendation is to use Uretek Deep Injection Technology to raise the approach slabs, adjacent concrete walks and columns that have settled.  In addition to this method allowing the roadway to remain open, it is less expensive than reconstructing.

 

This technology is a patented technology and Concrete Stabilization Technologies, Inc. (CST) is the only contractor licensed in Colorado.  The Colorado Department of Transportation (CDOT) has certified that there is no suitable alternative product that is appropriate for similar CDOT projects throughout the state.

 

Staff requested a quote for this work from CST.  Staff received a quote for $101,933 to complete the repair. Staff recommends awarding the construction contract for the Vista Parkway Bridge Repair Project to Concrete Stabilization Technologies, Inc., in the amount of $101,933. 

 

Once the existing approach slabs, adjacent concrete walks and columns are lifted back to the original elevation, the concrete and asphalt will need to be repaired.  CST has included the concrete repairs in their bid.  Town Staff has obtained a price from Metro Pavers, Inc., for milling and overlaying the asphalt to eliminate the asphalt cracks that currently exist and any additional cracking that will result from the process.   Metro Pavers, Inc. was awarded the 2016 Asphalt Repair Service Contract for the Town.  This mill and overlay was not included with the current year’s asphalt repair projects.  The Town has a good relationship with Metro Pavers, Inc. who has been the Town’s asphalt repair service contractor for the past 6 years.
