STAFF RECOMMENDATION:

Recommendation

Approving the Resolution to award said contract, authorizing the appropriate Town officer to execute said contract, appropriate an additional $24,333 to fund the project, and authorize Staff to expend contracted funds and contingency funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

At the May 26, 2015 Board of Trustees meeting, the Board approved a new appropriation for the design and construction of flood mitigation for the Coal Creek trail underpass at the taxiway crossing of Coal Creek. At the September 8, 2015 Board of Trustees meeting the design for improvements was awarded to Loris and Associates, Inc.

 

An Invitation to bid was posted on the Town’s website for the Underpass Repair at Taxiway on July 11, 2016 to ensure that local contractors were notified about this project. No Erie contractors submitted bids.

 

Staff held a Pre-Construction meeting on July 18, 2016 and 5 contractors were in attendance.

Jag’s Enterprises, Inc. has been in business in Colorado for over 20 years.  They have performed multiple projects for several municipalities in Colorado. Examples are: the Cites of Longmont, Greeley, Durango, Steamboat Springs, Loveland and Aspen. Town Staff has reviewed the bid, reviewed the project with the Contractor, and contacted references.  The Town’s design engineer, Loris and associates, Inc., recommended Jag’s Enterprises who they have worked successfully with on previous projects. Staff has also contacted a couple of contractors that attended the Pre-Construction Meeting to understand why only one bid was submitted. Both contractors said that they are very busy and could not fit this project into the schedules.

 

Staff is recommending awarding the construction contract for the Underpass Repair at Taxiway project to Jag’s Enterprises, Inc., in the amount of 308,327.00.

Before you tonight are three additional resolutions pertaining this project. 

1.                     File Number 16-308 A Resolution authorizing the award of a construction management contract to Loris and Associates, Inc. for the construction management of the project.

2.                     File Number 16-309 A Resolution authorizing payment to Xcel for providing power to pumps for the project.

3.                     File Number 16-310 A Resolution for the purpose of acquiring permanent utility easements for installing buried electrical line for the project.
