Approving the Resolution to award said contract, authorizing the appropriate Town officer to execute said contract, authorizing Staff to expend contracted funds and contingency funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2016 budget includes funds to replace water service tap saddles and install corrosion protection along Kattell Street.  Town staff has had several emergency repairs due to severely corroded service tap saddles along Kattell Street.  In 2015 Town Staff consulted with a corrosion specialist that performed tests on the soil and recommended replacing the service tap saddles and installing corrosion protection to prevent corrosion of the service tap saddles in the future. 

An Invitation to bid was posted on the Town’s website for the Water Tap Saddle Replacement - Kattell St. project on July 5, 2016 to ensure that local contractors were notified about this project. No Erie contractors submitted bids.

The low bidder is Excavation & Construction Specialist, Inc. (ESC). ESC has performed multiple projects for several municipalities in Colorado. Examples are: Cities of Arvada, Aurora, Castle Rock, Edgewater, Federal Heights and Thornton. Town Staff has reviewed the bid, reviewed the project with the Contractor, and contacted references. 

Staff is recommending awarding the construction contract for the Water Tap Saddle Replacement - Kattel St. project to Excavation & Construction Specialist, Inc., in the amount of $143,601.
