SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The 2016 budget includes funds to design and construct improvements to the 1.5 MG Zone 3 Water Storage Tank.
During an inspection of the 1.5 mg water tank in 2014, it was discovered that there were leaks at the pipe penetrations of the tank. A remedial repair was done in 2014 using divers to complete the repair. At that time it was not practical to drain the tank for a permanent repair.
The Town completed the construction of the 4 MG Zone 3 Water Storage Tank early spring of 2015. With the new 4 MG tank operational, Town Staff has been able to take the 1.5 MG tank out of service and further assess the repairs needed to correct the leaks. In addition to repairing the leaks, other improvements to the tank have been designed and included adding a mixing system and lining the concrete tank. Both the mixing system and tank liner will help with water quality in the tank and help the tank operate in the same manner as the new 4 MG tank next to it.
The construction contract for the 1.5 MG tank is before you tonight. Construction management and inspection is important to ensure that the tank improvements meets the project specifications.
Town staff has limited experience with this type of tank improvements. Staff believes it is in the Town’s best interest to have Burns & McDonnell, the design engineer, provide this service.
Burns & McDonnell provided a fee in the amount of $34,127.00 for the construction management and inspection. The construction bid is $460,000. The construction management and inspection fee is 7.4% of the construction cost. Staff has reviewed the fees for this work and finds them to be reasonable.
