SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2016 Supplemental Water Capital Budget includes funds that are being re-appropriated and used for the purchase and installation of membrane replacement modules. This project will replace 1 of the 3 existing submerged membrane cells (containing 256 modules). The existing membranes are 11 years old and are close to their life expectancy.

Normal price is approximately $1,000 per module. Staff has already replaced 30 modules this year at regular price due to deterioration. The Town received an offer of $550 per module plus installation costs due to an ordering change from another customer. Staff plans to replace the other two submerged membrane cells over the next two years (at normal price).

Staff is recommending awarding the purchase contract to Evoqua Water Technologies LLC, in the amount of $146,000.00.
