SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The 2016 Capital Budget includes the annual Street Maintenance Program (SMP). For 2016, Staff requested bids for a hot chip seal on Weld County Road (WCR) 3 from State Highway 52 south to WCR 10.5, then turning west on WCR 10.5 to County Line Road. The areas identified are not to a point of needed complete reconstruction at this time; therefore a reconstruction cost was not bid.
The purpose of this program is to protect and preserve the value of the street assets and to maintain their safety and drivability. Maintaining the Town’s streets is important for public safety and as a means to extend the useable life of the streets. This also keeps with the Town’s commitment to perform preventative maintenance of our infrastructure.
Over the past several years, there have been significant advances in street seal coat technology as compared with the more traditional asphalt overlays. By using the surface treatments identified, the Town is able to extend the life of roads that have not degraded to a point where they need an overlay. This is the most cost-effective way to maintain street conditions with the advances in technology and the current economic times. This strategy also results in a greater number of miles being treated each year.
The Town of Erie annually budgets to make needed repairs to the Town’s street system. Repair work generally consists of asphalt patching, overlay & reconstruction, and various surface treatments including: microsurfacing, rock seal, cape seal, slurry seal, chip seal, double chip seal, and/or hot applied chip seal. Work needed is identified using a pavement management program. The program evaluates needs at various locations throughout the Town.
The street conditions are assessed using a standardized method of pavement distress identification developed by the United States Department of Transportation’s Federal Highway Administration. Distresses for each street are stored in a pavement management database that, when applied to a formula, calculates the Remaining Service Life (RSL) of a street section where RSL 20 = New, and RSL 0 = Failed. The system is used as a tool by staff to determine the type and desired timing of maintenance treatment for the streets.
Hot Chip Seal is a surface treatment that combines a Chip Seal and a thin lift of open graded friction course (OGFC) providing a double application of material. The Chip Seal provides a waterproof membrane and the Hot Chip Seal provides a strong wearing surface that will improve the profile of the existing asphalt. A hot chip seal will bring the roadway back to a Remaining Service Life (RSL) of 20 years.

• Improves skid-resistance and safety with a high friction surface
• Asphalt pavement needs additional structural strength
• Quiet surface treatment especially on high volume traffic roads
• Has a long life expectancy
• Enhances the appearance of the road by improving the surface texture, profile and surface color
• Effective use of maintenance dollars
Bid Results
An Invitation to Bid was sent out on May 13, 2016. A pre-bid meeting was held on May 23, 2016. A Bid Opening was held on June 1, 2016. There were no local bidders. The Town received one bid from A-1 Chipseal Company.
Recommendation
Staff recommends award of contract to A-1 Chipseal Company. A-1 Chipseal Company is familiar with this type of work and has completed successful projects for the Town of Erie as well as other municipalities. Monies not used on this project will be transferred to complete additional asphalt repairs. Staff has reviewed the bid and found the bid to be competitive.
