SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

Beginning in early 2016, two separate major road construction projects began on Erie Parkway.  The projects are located with one on the west side of Town in front of the Flatiron Meadows subdivision and the other on the east side in front of the Colliers Hill/Erie Highlands subdivisions.  Both projects are being completed by the subdivisions respective developers as a requirement for addition development in those subdivisions.  Below is a brief summary of the projects and a current update on their status.

Flatiron Meadows Erie Parkway Project:

The developer of the Flatiron Meadows Subdivision (Hines) and their contractor (Fiore & Sons) are currently constructing Erie Parkway expansion improvements along the development’s frontage.  As part of this project, Erie Parkway will be expanded from the existing two lanes to four lanes between Baxter Farm Lane and Meadow View Lane with new sidewalks on both sides of the road.  The road section between 111th Street and Baxter Farm Lane will be widened to two lanes with a center turn lane with a sidewalk on the south side and will be re-aligned to the south on top of what will become the embankment for a new regional detention pond that is also being constructed as part of this project.  A new signal will be installed at Flatiron Meadows Boulevard and raised landscape medians will be constructed at the major subdivision entrances.  The Town has made it a project requirement that through traffic must remain open during the work week on Erie Parkway.

Currently the contractor is nearing completion of the substantial amount of utility relocates in the project area, has completed the rough grading of the regional detention pond, constructed a new box culvert for the Leyner Cottonwood Ditch, and is in the process of installing the signal at Flatiron Meadows Boulevard.  In the coming weeks and months the contractor will be focusing on grading the area for the new roadway and constructing the new, expanded road.  Due to the substantial project constraints, significant daytime delays are expected on Erie Parkway as numerous lane closures and shifts will be required, as well as a lengthy closure of Flatiron Meadows Boulevard and weekend closures of Erie Parkway.  The current project schedule has a completion time of late summer or early fall.

Colliers Hill/Erie Highlands Erie Parkway Project:

The developers of the Colliers Hill subdivision (CDG) and Erie Highlands (Oakwood Homes) have teamed up to jointly construct Erie Parkway expansion improvements between WCR 5 and Bonanza Drive/Colliers Boulevard.  This project will construct improvements to expand Erie Parkway to four lanes with sidewalks on both sides of the road along with a raised landscape median in the west half of the project.  A new intersection will be construct approximately midway in the project that will become the new main entrance to the Erie Highlands subdivision as well as to the future Neighborhood Park/School site.  New traffic signals were already installed at WCR 5 and Bonanza Drive/Colliers Boulevard last summer in anticipation of this project.  The Town has also made it a project requirement that through traffic must remain open on Erie Parkway.  The majority of the construction work is scheduled to be completed during the summer months to minimize impacts to Erie High School traffic.

Current work is focused on utility relocates and the installation of storm sewer and other drainage improvements.  Work will begin on grading and roadway improvements middle of summer.  Daytime delays in this section should also be expected as there will be significant lane closures and shifts.  No substantial full road closures are proposed at this time.  The current project schedule for this section also has a completion time of late summer or early fall.
