Approval of Resolution to award said contract, authorizing the appropriate Town office to execute said contract, and authorizing Staff to expend funds related to said contract.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

In 2015 $25,000 was allocated in the Parks Improvement Fund capital budget to begin planning for the dog park at Reliance Park. In the 2016 budget the Board of Trustees authorized $150,000 to begin construction of the dog park, now named The Boneyard. To date all site work, fence construction, and tree planting is complete with trail and amenity installation begun. In order to have a summer opening it is necessary to order the large shelter and benches for fabrication, delivery, and installation.

 

On April 20, 2016 the Parks & Recreation Department issued a Request for Proposals (RFP) for one 12’ x 12’ shelter and two 6’ covered benches. All proposals were to include fabrication and installation. Proposals were accepted through May 9, 2016. The following proposals were received:

                     Churchich Recreation, LLC                                          $28,333.00

                     Shelter Specialists, LLC                                                               $36,640.00

Go Play, Inc.                                                                                    $24,065.44

Made in the Schade                                                               $27,723.00

 

Analysis completed by staff determined that Recreation Plus, Ltd. is the best overall contractor to complete this project and was the lowest bidder when all factors were reviewed. The apparent low bidder, Go Play, Inc. did not include covered benches as indicated in the RFP.

 

Once the resolution is approved and contracted executed it is estimated that the shelters can be fabricated, shipped, and installed in 8-10 weeks.

 

The dog park will have an additional five uncovered benches, four of which are being provided by generous donations from residents and/or local business.
