POLICY ISSUES:
Emergency telephone service is vital to community safety and well-being. This service is provided by the Boulder Regional Emergency Telephone Service Authority (BRETSA) which currently charges $0.75/per phone line and is proposing a $0.50 increase per line effective Feb. 1, 2025, resulting in $1.25 per phone line.

This charge will fund maintenance and updates to technology, software and equipment for emergency telephone services in the BRETSA service area, which includes the Town of Erie.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
In 1987, the Town entered into an Intergovernmental Agreement (IGA) to implement an enhanced emergency telephone service through the Boulder Regional Emergency Telephone Service Authority (BRETSA). Even with this increase, the BRETSA rate will remain one of the lowest in the State, and below the average of Front Range ETCs.

Rate Information:
BRETSA Current ETC Rate: $.75
Proposed BRETSA ETC Rate $1.25 (Effective February 1, 2025)
Current State Average ETC Rate: $1.93
The attached letter from Boulder County Sheriff Curtis Johnson provides more background information on why this increase is necessary.
