STAFF RECOMMENDATION:
Staff recommends approving the resolution to update the 2026 Fee Schedule.

SUMMARY/KEY POINTS
* The Town updates and adopts the Fee Schedule yearly with the budget.
* Most fees are updated based on inflationary factors or cost of doing business.
* Recommendations for increases are collected from departments and reviewed by Finance staff and compiled here for Council consideration.

BACKGROUND OF SUBJECT MATTER:
Annually, departments analyze their various fees to determine if they are still meeting the goals for each fee. Departmental staff recommend changing the following fees for 2026:
* Increase Cemetery fees across the board to reflect the increased cost of the contracted services for the property.
* Add a non-resident cemetery plot option at a cost of $3,500 per plot to ensure Erie residents have a preference.
* Increase Water hydrant meter deposits from $3,000 to $4,000 to reflect costs associated with hydrant replacement.
* Increase water service charges and storm drainage fees in accordance with Resolution 24-554, approved Dec. 10, 2024, which reflected the water rate study recommendation of a 4.5% average increase yearly to accommodate the cost of providing services.
* Add a Business Licenses late fee, structured on a tiered system, to encourage businesses to renew their licenses on time and ensure the Town's database of licensees is up to date so all licensed businesses receive Town communications on important matters.

These fees reflect the Town's cost of providing service. They do not generate significant revenue beyond cost recovery.
