SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The 45 pedestrian lights along the multiuse path from County Line Road to Erie Parkway Bridge, as well as on the east side of South Briggs Street north of Erie Parkway, require immediate attention. These lights, installed during the development of Erie Commons and Coal Creek Center, have suffered significant damage over time due to a lack of maintenance. Of the 40 lights along Erie Parkway, 32 are currently non-functional, posing both safety and aesthetic concerns. Additionally, two lights on South Briggs Street are missing entirely, further emphasizing the need for immediate action.

Staff conducted an investigation into maintenance responsibilities for these lights. Despite extensive research and discussions with various entities, no documentation exists to clarify which parties are responsible for their upkeep. This lack of clarity has left many of the lights unmaintained and inoperable.

In March 2024, the Town URA approved the purchase of 150 South Briggs. The agreement included $206,860.85 held as surety for right-of-way improvements in Erie Commons.
