SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The Town has received funding under the federal Coronavirus Aid, Relief, and Economic Security Act (the ”CARES Act Funds”).  These funds allow expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19) through December 30, 2020.  The Town would like to use up to $40,000 of the funding to create a residential Utility Bill Grant Program to provide assistance to residents who have had a negative impact due to the COVID-19 public health emergency.

Under this program, residents can apply for a one-time $100 utility bill grant, to be applied as a credit against their utility billing account.  There are no income qualifications, but applicants must submit documentation showing financial impact due to COVID-19.
