SUMMARY AND BACKGROUND OF SUBJECT MATTER: During the April 25, 2017 Board of Trustees meeting, the Board directed staff to obtain an alternate proposal from Pinyon Environmental, Inc. for additional air quality monitoring during the completion phase at both the Pratt and Waste Connection well sites. The purpose of the monitoring would be to observe from a distance of 500 feet and report on compliance with CDPHE and COGCC rules and regulations.
