SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The property is located in Old Town Erie and is surrounded by Cheesman Street to the north, Kattell Street to the west, Moffat Street ROW to the south and Coal Creek to the east. The project area is 5.6 acres in size and is currently zoned OTR - Old Town Residential.

 

This rezoning application proposes a change to the existing zoning to accommodate the Coal Creek Park redevelopment project that is currently underway. The applicant (Town of Erie) is requesting a zone change from OTR - Old Town Residential to DT - Downtown.

 

The rezoning is necessary to accommodate proposed structures/elements associated with the Coal Creek Park redevelopment project. Old Town Residential zoning anticipates single-family detached home development. The project area is developed with a park (Coal Creek Park) which presents setbacks issues as this type of development is not aligned with OTR zoning. Downtown zoning is more appropriate for the current use and redevelopment project. Smaller setbacks along Kattell Street will accommodate the proposed park plan. Staff finds the park improvements acceptable at their proposed locations and supports the rezoning to Downtown to accommodate this project. The park does not abut any residential property, therefore, potential impacts of the redevelopment project are minimal.
