Approve updated Rules of Procedures.

Updates include:
• Aligning the Rules with the Home Rule Charter and updating those processes which are inconsistent with current meeting practices.
• Removing language that is no longer consistent with current law.
• Removing items that were superfluous or unnecessary.
• Grammar and stylistic changes.
These meeting rules also apply to the Town’s Boards and Commissions.
BACKGROUND OF SUBJECT MATTER:
Staff and the Town Attorney have reviewed and amended the Council Rules of Procedure as a part of the Town’s annual review of all policies.
