Approve the resolution allowing for the redistribution of funds in the amount of $3,600 to the Downtown Erie Business Association for the costs of holiday special event activities that were organized for the December 3rd Parade of Lights

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Board of Trustees approved the distribution of funds to the Downtown Erie Business Association in the amount of $74,632 on September 14th, 2021, to be used as follows:

a. $20,000 for September & October Briggs Street concerts;
b. $36,850 for entering into a two-year contract with Colorado Christmas Lights to expand the coverage area of Holiday Lights;
c. $16,782 for park benches and receptacles on the 500 and 600 block of Briggs along with the Wells and Cheesman blocks; and
d. $1,000 for the creation of the Downtown Gift Card program to support Downtown businesses.

The $20,000 of funds dedicated to September and October Briggs Street concert was not spent due to the concerts being cancelled. This resolution approves the redistribution of $3,600 from the $20,000 dedicated to the September and October Briggs Street concert to holiday special event activities organized by the Downtown Erie Business Association for the Parade of Lights that took place on December 3rd, 2021. These activities cover the contracted services for horse carriage rides and holiday season characters for three hours during the Parade of Lights.
