SUMMARY AND BACKGROUND OF SUBJECT MATTER:
Alleys on the 500 and 600 blocks east and west of Briggs Street are in unimproved right of way, lacking proper drainage conveyance, and can be difficult to access following storm events. The unimproved alley conditions also require more ongoing maintenance from Town staff. Both business and residents use the alley for deliveries and access to properties daily.

A 30% design plan set was completed for the Town by RockSol Consulting through Urban Renewal Authority funds in early 2023. With this agreement, the Town will take the 30% design to completion with the intent of installing storm drainage facilities in the alleys and install curb, gutter, and asphalt. The alley section is generally 16 feet wide, but in some locations, it narrows to 12.5 feet wide. Completion of the design work, bidding, and construction management services will be facilitated through the Public Works Department. Staff anticipates there will be minimal utility relocation necessary for this project. Staff also anticipates design to be complete by the end of 2025, apart from securing property easements needed for access to various lots.
