SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

The 2019 Work Plan includes Home Rule as an issue the Board of Trustees wants to pursue. More specifically, the Board directed staff to monitor the State Statutory/Regulatory Process, and schedule a presentation on the matter with CIRSA representatives to discuss the process and related issues. In accordance with the Board’s direction, staff has asked Tami Tanoue, the Executive Director of CIRSA, to attend the September 17, 2019 Study Session and give a presentation on the home rule process and answer any questions the Board of Trustees may have.

 

The home rule process consists of three major steps; adoption of an ordinance to initiate home rule process, an election to elect the charter commission, and an election to approve the proposed home rule charter. The attached Home Rule Summary provides a very brief overview of Home Rule, summarizes the advantages and disadvantages of home rule, the tentative/draft home rule timeline, decisions for the Board to make should the process be initiated, and the estimated costs of the home rule process.

 

Much of the information in the attached summary is drawn from the Colorado Municipal League, Home Rule Handbook for Colorado’s Cities & Towns (January 2017). Staff ordered copies of this Handbook for each member of the Board of Trustees and will distribute those to the Board as soon as we receive them.
