POLICY ISSUES:
A Site Plan with a Special Review Use must go to Planning Commission for a recommendation and then Town Council for the final decision.

STAFF RECOMMENDATION:
Staff finds the Erie Police Department Station Expansion Special Review Use and Site Plan applications comply with the Approval Criteria and recommend the Town Council approve the resolutions.

PLANNING COMMISSION RECOMMENDATION:
The Planning Commission held a public hearing to discuss the applications on 11/19/2025. At that hearing, questions and discussion included:
* Geotechnical review, soil quality, and building foundation design
* Drainage detention area design
* Fence design
* Vehicle and bike parking
The Planning Commission voted unanimously 6-0 to recommend approval of the applications to Town Council.
SUMMARY/KEY POINTS
* The Erie PD Station is a Special Review Use (SRU) in the Community Mixed-Use (CMU) zone district. An expansion of the existing use requires an updated SRU approval, along with a Site Plan application.
* The building expansion includes a roughly 30,000-square-foot addition with an expansion of the parking lot, new fencing, and other minor site improvements.
BACKGROUND OF SUBJECT MATTER:
The Town constructed the current Erie Police Department (EPD) facility in 2014, following the Board of Trustees approving a Site Plan and Special Review Use application in 2013.
