POLICY ISSUES:
The current size of the Leon A. Wurl Service Center is inadequate to support the needs of the Public Works, Utilities, and Parks and Open Space Divisions as the Town continues to grow. Expansion is required and the modular building fabrication agreement being presented supports the expected growth while being mindful of the Town's fiscal resources.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
In 2021, the Town worked with a Wold Architects to complete a Facilities Strategic Plan (FSP) for all Town owned facilities. The FSP provides a long-range operational, departmental, and programmatic plan for all Town divisions, programs, and groups, and supports efficient use of physical assets, including the Leon A. Wurl Service Center (LAWSC). The FSP projects the Town's space needs through 2045 and serves as a tool for the Town Council to use to make long-term decisions regarding the continued use of existing facilities. The FSP considered 2020 LAWSC staffing levels (27 Public Works staff and 17 Parks and Open Space staff) and projected Town departmental growth based on Town population growth projections.

The 2021 FSP final report determined that LAWSC was severely lacking in necessary square footage to support departmental operations and that and that staff needs outpaced the designed space. The recommendation at that time was for an expansion of staff space ...
