SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

The developer of the Colliers Hill Filing 4 Subdivision and their contractor (Bemas Construction) will be starting construction on an approximately 2 mile long off-site sanitary sewer line to serve the subdivision.  A large portion of the alignment of this line will be located within Weld County Road 3.  As part of this project, the line must be bored under the Erie Coal Creek Ditch where WCR 3 currently crosses the ditch.  In order to complete the bore safely and effectively, the contractor believes a four week closure (weather dependent) of WCR 3 is required.  Staff has reviewed their closure request and agrees that a closure is the most efficient, and more importantly, safest alternative to construct the bore.  The contractor has proposed a detour route utilizing County Line Road. 

The contractor is proposing to start the closure on April 3rd with a targeted re-opening of Monday April 30th, weather permitting.  The Town will send out a press release and the contractor will installed message boards notifying drivers of the closure.

Later this spring and into summer an additional closure of WCR 3 will be required to install the remainder of the sanitary sewer line as well as a longer closure of WCR 10 for utility installation and complete reconstruction of that road.
