POLICY ISSUES:
The Erie Junction Development Agreement (DA) reflects provisions negotiated by Town staff with the counsel of the Town Attorney, and the property owner, Erie Junction, LLC. The DA is standard in nature and includes typical provisions such as cost estimates and reimbursement provisions for public infrastructure associated with the development. The main policy issue involves allowing development of an infill project within Old Town Erie. Approving the DA and development will be beneficial to the Town by providing additional housing options within Old Town.
STAFF RECOMMENDATION:
Recommendation
Approve the Development Agreement and accept the dedications shown on the Final Plat for the Erie Junction Subdivision.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Erie Junction subdivision is generally located on the northeast corner of East County Line Road and Balcolm Street in Old Town Erie. Subject site is the former location of a pre-cast concrete manufacturing facility. In 2014 the original building and fencing associated with the concrete business was demolished and the site is now vacant.

1. Annexation
* The property is located within Old Town Erie and has been part of the incorporated Town for decades. The older annexation records are not readily available.

* The property is zoned Old Town Residential (OTR).

3. Plats
