This Programmatic Agreement is required for the Community Development Block Grant that the Town has received through Weld County. The home repair program is an important opportunity for the Town to maintain its existing naturally occurring affordable housing.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Town received an allocation of $167,000 from Weld County to create the Community Development Block Grant (CDBG) Home Repair Program. This program is specifically targeted at low-to-moderate income households (80% of the Area Median Income and below) living in manufactured housing in Old Town Erie. In this program, $150,000 will go toward home repairs with the remainder going to administrative costs.

The Programmatic Agreement is a means to ensure compliance with Section 106 of the National Historic Preservation Act of 1966, as amended 1(54 U.S.C. 100101 et seq.). It contains the stipulations that the Town and its contractors must meet to satisfy the requirements of Section 106. This agreement clarifies the Town's legal responsibilities while also streamlining the environmental review process.
