POLICY ISSUES:
Town Council provided direction to staff to update the scope of work for the Village at Coal Creek site to focus on site analysis, view sheds and massing, and delineation of open space. This item reflects the updated scope and budget amendment.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The original Professional Service Agreement with Dig Studios was approved by Town Council on Dec. 10, 2024. The original scope of work included a concept plan and layout of uses designed to integrate Open Space and Affordable Housing, reflective of the use of Trails, Natural Areas, and Community Character (TNACC) and American Rescue Plan Act (ARPA) funding.

During the Town Council Study Session on April 15, 2025, Council directed staff to proceed with the Village at Coal Creek contract with a reduced scope of "Delay the neighborhood; Complete Trails; parks facilities". As a result, staff worked with Dig Studios to revise the scope to reduce the neighborhood component of the original scope.

Additional scope of services includes increased site analysis to evaluate potential open space against the following criteria for use of TNACC funds:
* Protect natural areas along Coal Creek and Boulder Creek
* Conserve scenic landscapes and views
* Create and enhance hiking, biking, and walking trails
