SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The 2020 capital budget includes the purchase of an asphalt hot box recycler. The Town currently hires contractors to do the majority of patches other than pot holes. The addition of the Hot Box recycler will give the Town the capability to make small to medium size asphalt repairs in-house and not have to wait for and avoid scheduling conflicts to correct asphalt issues. High severity asphalt issues could also be corrected immediately, limiting potential safety hazards.
The Town obtained a Sourcewell bid, formerly National Joint Powers Alliance (NJPA), from Owens Equipment Corporation/PB Loader Corporation (contract no. 052417-pbl). The total base price plus options, 3% Sourcewell discount for this equipment including freight is $99,030. The current lead-time to receive the equipment from the vendor is approximately 180 days from the Board’s approval if ordered by the end of June.
