Approve resolution authorizing a Memorandum of Understanding with Xcel Energy Outlining Responsibilities related to the Partners in Energy Program and authorize the appropriate Town representative to sign said agreement.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

In March of this year the Town submitted an application to Xcel Energy to participate in their Partners in Energy program (PiE). This two-year program consists of a six-month planning phase and an eighteen-month implementation phase and is meant to assist communities to identify and prioritize their energy needs. To do this Xcel provides tools and resources to develop an Energy Action Plan and then support implementation. Recently we were notified that Erie was selected to participate and Town staff hosted a kick-off meeting with Xcel to discuss roles, responsibilities and timelines. The six-month planning phase has the following components that will proceed upon approval of the Memorandum of Understanding:

                     Assembling  a planning team consisting of community members, local business representatives, alternative energy providers, and Town staff

                     Data gathering by Xcel

                     Organization of four planning workshops to begin building a plan

                     Draft Energy Action Plan to be presented to the Board for review and comment

                     Final Energy Action Plan and implementation strategies

Upon completion and acceptance of the Energy Action Plan, the eighteen-month implementation phase will begin.
