SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The 2024 capital budget includes funds for annual street maintenance projects. The Town uses a pavement management software (StreetScan) to identify and prioritize segments based on existing life expectancy. Staff requested bids using the Rocky Mountain E-Purchasing system (aka BidNet). Bids were received on May 3, 2024. The Town received eight bids.
Segments for the 2024 project include Application of a 2” mill & overlay on portions of various roads in Vista Ridge - approximately 60,057 SY. All areas in Vista Ridge will require repairing premarked subgrade failures, profile milling, fixing cracking identified in inspections done after surface milling, adjusting valves and manholes, and replacing all pavement marking. Segments include:
• Forsythia St - approximately 2,166 SY
• Forsythia Ct - approximately 660 SY
• Forsythia Pl - approximately 820 SY
• Lilac Cir- approximately 3,520 SY
• Alpine Drive - approximately 9,657 SY
• Primrose Lane - approximately 5,647 SY
• Primrose Place - approximately 1,664 SY
• Crestview Lane - approximately 6,041 SY
• Hamilton Road - approximately 539 SY
• Holly Drive - approximately 2,604 SY
• Dogwood Drive - approximately 8,266 SY
• Dogwood Circle - approximately 6,897 SY
• Ivy Way - approximately 2,063 SY
• Wisteria Drive - approximately 5,275 SY
• Azaela Way - approximately 4,238 SY
The low bidder was Western Plains Construction with a bid of $593,987.72. While reviewing the bids, staff discovered the StreetScan software didn’t reflect accurate quantities for these segments. Updated quantities revised the contract to $826,417.31.
Additionally, because the Town received exceptional pricing, staff is working with the Contractor to complete more work this year up to their capacity and the Town’s budget. Additional work for Vista Pointe includes a 2” mill & overlay on portions of various roads - approximately 94,012 SY. All areas in Vista Pointe will require repairing premarked subgrade failures, profile milling, fixing cracking identified in inspections done after surface milling, adjusting valves and manholes, and replacing all pavement marking. The new locations we are considering for this work are:

• North Parkdale Circle - approximately 8,750 SY
• South Parkdale Circle - approximately 9,213 SY
• Quintana Lane - approximately 2,206 SY
• Parkdale Place - approximately 1,902 SY
• Eaton Street - approximately 988 SY
• Columbine Way - approximately 5,704 SY
• Columbine Court - approximately 1,356 SY
• Serene Drive - approximately 10,758 SY
• Serene Court - approximately 1,199 SY
• Lawson Way - approximately 1,767 SY
• Lawson Place - approximately 815 SY
• Lawson Avenue - approximately 8,755 SY
• Reliance Drive - approximately 7,320 SY
• Reliance Court - approximately 987 SY
• Reliance Place - approximately 1,157 SY
• Clayton Way - approximately 3,993 SY
• Jacques Way - approximately 4,900 SY
• Lawson Court - approximately 720 SY

Because these bids came in significantly lower than anticipated and we still have roughly half of the 2024 budget remaining, staff are also currently bidding a Street Maintenance package 2. We will schedule that for Council’s consideration during the July 9, 2024, Council meeting.
