SUMMARY/KEY POINTS
• This Second Amendment to Professional Services Agreement (PSA) will facilitate completion of consultant project management, inspection and documentation services needed to complete construction on schedule.
• The project is progressing toward Final Completion anticipated in late November 2025.
BACKGROUND OF SUBJECT MATTER:
The following prior items were authorized:
• On Nov. 12, 2024, the Town Council approved a PSA with Ulteig Operations to provide Construction Management Services to support construction for this project.
• On July 7, 2025, staff authorized the First Amendment to PSA to extend services through April 2025 to accommodate a schedule extension and inspect corrective construction work for impact attenuators, concrete transitions, bridge rails, and rip-rap installation; and review added traffic control and asphalt submittals.
The current resolution before the Council includes the Second Amendment to the PSA with Ulteig Operations for extended project management, construction inspection, and documentation services, above the effort originally anticipated. The additional services were related to corrective construction of the concrete bridge abutments and asphalt roadway pavement; and a Town directed schedule extension to November 2025. Approval of this Amendment will keep the project progressing on schedule to Final Completion.
Staff recommend approving the Second Amendment with Ulteig Operations to cover the additional services scope. There are adequate funds in the 2025 CIP project budget.
