Consideration of the Erie Historic Preservation Advisory Board’s Certificate of Appropriateness Recommendations for the Town Hall Remodel-South Wing Main Floor and Main Entrance Project.

STAFF RECOMMENDATION: Staff is asking for direction from the Board of Trustees following its consideration of the Erie Historic Preservation Advisory Board’s (HPAB) Certificate of Appropriateness recommendations for the Town Hall Remodel-South Wing Main Floor and Main Entrance Project.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: At the May 10th  Board of Trustees Meeting, the Board directed staff to enter into a Construction Agreement and begin the Town Hall Remodel-South Wing Main Floor and Main Entrance Project (“Project”).  With the intent of ensuring compliance with the United States Secretary of Interior’s Standards for Rehabilitation, staff presented the description of this Project to the HPAB on June 1st as follows:

“The Main Entrance phase of this project will consist of creating a single public entry for safety and security, including modifying the site around the bell tower to provide handicap access including new stairs, ramp, seating area and planter. Also removing the painted Lincoln School sing and exterior painting of the trim and bell tower.”

At the conclusion of the June 1st meeting, the HPAB recommended conditional approval, with the following suggested modifications:

                     Circle seating area be lowered

                     Transom option above the door included

                     Ensure the building is denoted at the Lincoln School on the historic plaque at the main entrance

                     HPAB will see the revised drawing prior to presenting to the Board of Trustee for final approval.

 

The attached Certificate of Appropriateness form and the drawings from Oz Architecture were presented during HPAB’s June 27th meeting.  HPAB made the following determinations:

1.                     HPAB Recommendation: “Approval with Conditions” 

2.                     HPAB Comments: “Our choice is the stained concrete option, preserve the current Lincoln School Sign”

 

Staff is prepared to move forward pending Board of Trustees direction.
