The policy issue before Council is whether to or not to expend budgeted funds for the construction of a pedestrian bridge between Colliers Hill and Historic Downtown.

SUMMARY/KEY POINTS

                     Concrete Express will provide construction services for the installation of a 225 foot pedestrian bridge over Coal Creek between Colliers Hill and Historic Downtown in Coal Creek Park.

 

BACKGROUND OF SUBJECT MATTER:

In 2022, Public Works began work on a pedestrian bridge design over Coal Creek between Colliers Hill and Coal Creek Park. The design resulted in a 10-foot wide 225-foot-long pedestrian bridge spanning Coal Creek. The pedestrian bridge offers a vital link between regional trail systems located on Coal Creek and a connection to Colliers Hill as well as a cyclist /pedestrian friendly connection to historic downtown. Funding for this project was allocated as part of the 2025 Budget.

 

Staff posted a request for bids on BidNet Direct for the Colliers Hill-Historic Downtown Erie Connection on April 22, 2025. The request for bids required potential bidders to submit pricing, team qualifications, references, warrantee information, a completion schedule, and a certified financial statement.

 

Staff then held a non-mandatory pre-bid meeting on May 6, 2025.

 

Contractors submitted the following bids on May 20, 2025.

Concrete Express is the lowest responsive bidder. Staff checked references for Concrete Express Inc. and based on previous projects with the Town of Erie and other jurisdictions, staff believe they are qualified to construct the project.

 

This project will include:

                     Installation of retaining walls and drilled piers on both sides of Coal Creek for the installation of a 225-foot-long pedestrian bridge. 

                     Placing more than 9,000 cubic yards of fill material on the east side of the project to raise the grade to accommodate the bridge.

o                     Once the material is placed trail system connections will be installed including a crossing over the existing RTD railroad track east of the project. 

                     Temporary construction access will be necessary through Coal Creek Park and the Coal Creek Open Space and Trail system through the duration of the project. 

 

The contractor anticipates the work to take 8 months to complete pending weather conditions and any unforeseen circumstances.   

 

Sufficient funding is included through the budget including:

Staff believe it is in the Town’s best interest to construct the project now with an anticipated Substantial Completion date of mid-March 2026. Staff recommend awarding the construction contract to Concrete Express Inc. for $2,692,094.05
