Approve the contract amendment in the amount of $57,000, between the Town of Erie and L4 Construction, LLC.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

At the June 22, 2021, Board of Trustees Regular Meeting, the Board approved Resolution 21-091 awarding a design contract to Topographic for designing the Lagoon Conversion to Water Quality Pond project.

 

In addition to the Lagoon Conversion to Water Quality Pond project, the Town of Erie also wanted to remove the treatment basins at the South Water Reclamation Facility (SWRF), just south of the Lagoon Conversion to Water Quality Pond project. The treatment basins are no longer needed, so they should be removed. The SWRF was decommissioned in 2011 and the Colorado Department of Health and Environment terminated the permit for this facility in late 2020.

 

At the Jan. 10, 2023, Board of Trustees meeting the Board approved Resolution 23-010 awarding a construction contract to L4 Construction LLC for the Lagoon Conversion to Stormwater Quality Pond and Demolition of the South Water Reclamation Facility Improvements.

 

During the construction of the project, change orders were needed to keep the project moving forward. The change orders were within the overall contingency approved for the project, however the contingency for the Demolition of the SWRF did not cover the unforeseen items related to Demolition of the SWRF. The following is a list of the unforeseen items:

 

1.                     An additional large concrete ring around both clarifiers existed that was not identified in the demolition plans.

2.                     Two existing sanitary sewer lines to the SWRF needed to be abandoned.

3.                     The existing wet well needed to be pumped out.

4.                     The existing irrigation line was connected to the administration building. The water had previously been disconnected to the administration building so a new irrigation tap was required to connect the existing irrigation system.
